In the last part of 1908, or the early part of 1909, the town of Lubbock had it's first significant fire. The town had no kind of putting out fires hardware. The Lubbock Mercantile Company, situated at Broadway and Texas Avenue, caught fire. The owners of this foundation were Kinch Carter, George Carter, Temple Ellis and Gus Carlile. Because of this fire, the shippers and residents of the own assembled a mass conference to tie down cash to buy some sort of putting out fires hardware. They acquired a steed drawn, gas motor, Howe Pumper. This gear was housed at about the 1000 square of Broadway. The main accessible water supply for this pumper was restricted to a stock tank on the public square of the town hall, and different windmill tanks spread around the town. A few dwellings caught fire because of absence of water close enough to the fire. On August 9, 1909, a gathering was required the reason for arranging a Volunteer Fire Department. The department was sorted out with around fifteen individuals, including Charlie Frederick, who was chosen first Chief of the Lubbock Volunteer Fire Department. Mr. Frederick filled in as Chief for just two months. W.E. Twitty was selected Chief to fill the rest of the term, alongside L.H. Simpson, in exchanging a long time from 1911 to 1915..
