The Phelan Piñon Hills Community Services (District) was built up through a political decision on February 5, 2008. With an 81% endorsement rating, the voters affirmed the development of the District as a solidification of three Special Districts; Zone-L70 Water, CSA-9 Phelan Parks and Street Lighting and CSA 56-F1 Piñon Hills Parks. This combination empowered the networks to build up a type of self-administration while keeping up their country's trustworthiness. The 128 square mile District is the biggest Community Service District in San Bernardino County. In March 2008, the District was framed (LAFCO Resolution 2994), with a five-part Board of Directors chose to administer the District.
