The First Utility District of Hawkins County was formed on February 22, 1946. The District was formed out of a need to serve clean filtered water to the natives of Eastern Hawkins County in Tennessee. The District was made up of little community water systems that merged to frame the First Utility District of Hawkins County. In the course of the last 50 + years, the First Utility District has spread its boundaries to include customers in the most rural regions of Eastern Hawkins County. The first water source was Alexander Creek located right in the core of Church Hill, TN. Two different springs in the Carter Valley territory allowed water to be served to the residents of rural Carter's Valley. A ton has changed since 1946. In July of 2009, a best in class film water plant was built on the Holston River to supply the much-expanding demand that faced the residents of Eastern Hawkins County and the First Utility District. The First Utility District currently has 21 workers to serve our regularly developing customer base of more than 20,000. The First Utility additionally serves water to numerous business accounts too. The District accepts that having enough water to fulfill residential needs and have abundance will open the doors to future industrial development for Hawkins County. The District serves customers in the city of Church Hill, Town of Mt. Carmel and numerous rural zones that exist in Eastern Hawkins County.
