Obscure Grove Utility District of Jefferson and Sevier Counties, Tennessee (the district) was made on October 15, 1963, under the authority of Title 7, Chapter 82 of the 1937 Utility District Law of the State of Tennessee. The district was reached out in July 1965 and again in March 1967. To start with the district served around 600 clients in Jefferson and Sevier Counties. Today we serve around 7000 clients. The District's Board of Commissioners serve amazed four-year terms. The Jefferson County Mayor selects two magistrates and the Sevier County Mayor names one chief. Jefferson and Sevier Counties don't have any monetary or budgetary control to verify obligations of the District. The tasks of the District are financed by water rates built up by the District's Board of Commissioners. The first Board of Commissioners comprised of Leonard Moore, President, Robert Sams, Treasurer, from Jefferson County and Newell McCall, Secretary from Sevier County. These men alongside the individuals in the Shady Grove Community buckled down to bring this district into reality. Mr. W. T. Thomas filled in as administrator of the district from the time development started through December 1977 and again from April 1980 through December 1994 when Mike Jones was designated as director of the district. Bud McCoig filled in as between time administrator from January 1, 1978 to April 17, 1980 during the nonappearance of Mr. Thomas because of the disease of his significant other. Mr. Thomas resigned from SGUD on his 80th birthday celebration on March 3, 1995. Other people who have served on the leading group of officials are R. J. Leeper, Prentis M. Frye, Sr., Loran Whaley, Ralph Whillock, Ed Franklin, and Kent Thomas. The present board comprises of Nancy Humbard, President and John Orr, Secretary/Treasurer, from Jefferson County and Joe Soward, Vice President, from Sevier County. Chester Rainwater, Jr., of the Rainwater and Rainwater law office was instrumental in the association of the district. The firm of Rainwater and Rainwater, presently Rainwater, Drinnon and Churchwell, PLLC, has spoken to the district since its beginning. The district has utilized a few building firms throughout the years. Bost Engineering did the main development ventures. Russell and Axon, Wayne L. Smith Engineers and presently, Hatfield and Allen, Associates, have all done designing work for the district. The main office was situated in our lawyer's structure, the Rainwater and Rainwater law office on Gay St. in Dandridge. A few years after the fact the office was moved to the memorable Vance Building over the road. The bit that SGUD involved was torn down and the structure rebuilt in 1999. SGUD moved into offices at 1248 Gay St. in 1987 and stayed there until they moved into their new offices at 830 Hwy. 139 on February 5, 2001..
