In the mid-1970s, a steering panel looked into the feasibility of developing a non-urban water system to serve portions of Brookings, Kingsbury, Pond, and Miner Areas. DeWild Grant Reckert and Associates Business (DGR) completed the preliminary engineering record and, upon acceptance by the committee, the report was sent to the Farmers Residence Administration (FmHA) to get funding consideration. Exceeding 1, 500 normal water users signed up and an estimated project expense of $8 million, Kingbrook Rural Water Program was formed. Of particular interest was the farsighted approach of Kingbrook’s early directors if they teamed with Brookings-Deuel Rural Water within a joint venture to build Kingbrook’s first treatment herb. The plant was made four miles north of Bruce and has served equally systems since the overdue 1970s. Two added treatment plants, a single north of DeSmet and the other southwest of Chester, had been constructed and became the inspiration for later Kingbrook development. Kingbrook soon started to be a vast network of pipelines, meters, surface storage reservoirs, filtering plants, and supply boreholes. Additional members signed up with the system during the preparation and construction levels, bringing the total number of service connections to nearly 2, 2 hundred when construction was first completed in 1981 for a total cost of $12. 4 million..
