On February 19, 1999, Willows Board of Directors executed the Option and Purchase Agreement with East Cherry Creek Valley Water and Sanitation District (ECCV) to sell Willow's 6,000 acre-feet of groundwater resources and related facilities for $18.5 million. On August 31, 2001, Judge Jonathan W. Hays approved the decrees that were mutually agreed by all water providers involved in this sale transaction.
