The American Pipe Manufacturing Company from Philadelphia was induced in 1889 to fabricate a water system to serve the town of Greenville with a populace of 8,600. This organization was later known as the Paris Mountain Water Company, an enterprise that verified its contract in South Carolina, and the system worked under that name until 1918. The first supply was constructed on the northeast inclines of Paris Mountain and eight miles of a 12-inch water main was installed to the city—giving water service by gravity. This system started activity in June 1890 and after 10 years the subsequent repository was constructed at a lower height in favor of Paris Mountain. Steam siphons and weight channels were installed to convey water from the second supply to the 12-inch gravity line. The Commission of Public Works of the City of Greenville has claimed its water system since 1918 when the first core of the present system was acquired from the Paris Mountain Water Company for the aggregate of $800,000. The procurement was approved by a City choice that likewise affirmed the issuance of $1 million of general commitment securities and the establishment of a "Leading group of Commissioner of Public Works" vested with the authority to gain, work and control the water system. The returns of the bond issue were utilized to buy the offices and to fund the advancement of a supplemental water supply on the Enoree River. From the earliest starting point, the Commission has worked Greenville Water as a self-sustaining utility and the first bonds, together with resulting issues, have been resigned exclusively from System income.
