Harris County Municipal Utility District No. 102 (the “District”) was created on June 18, 1975, under an order of the Texas Water Rights Commission (now known as the Texas Commission on Environmental Quality, or “TCEQ”). The most important functions of the District are to finance, construct, very own, and perform waterworks, wastewater, and drainage centers and to offer such facilities and offerings to customers of the District.
