In 1877 William Stripe's anxiety for safe drinking water drove him to establish a privately owned business to be known as the Keokuk Waterworks, to accommodate the social event and treatment of the waters of the Mississippi River for conveyance to the natives and enterprises of the developing, thriving city of Keokuk. The Keokuk Waterworks proceeded in private possession until 1938 when the company was bought by the City of Keokuk. The vote to obtain the water company required the company to be claimed by the City and overseen by a free Board of Trustees, the individuals from the board to be proposed by the Mayor and endorsed by the City Council. In this manner, in 1938, a new treatment working with four settling bowls and two channels and a million-gallon elevated stockpiling tower were built. Extra enhancements were included in 1959, 1963 and 1979. In 1995 upgrades started to supplant the more seasoned treatment offices with an entirely new treatment plant. Stage 1 of this plant included a 14 million gallon for everyday treatment process. Stage 2 included ultra-channel layers supplanting the regular sand-channels..
