Preceding the arrangement of RLCWA and development of the water system, inhabitants of southern Lorain county and encompassing territories were not able rely on ground water or different wellsprings of consumable water and in this manner depended upon reservoirs, singular wells and tank conveyances to supply their water needs. The pioneers of the networks that comprised the first Authority individuals met in the fall of 1973 to examine their aggregate water needs. The Authority was shaped in 1973 according to Chapter 6119 of the Ohio Revised endless supply of sixteen townships and two villages by Preliminary Judgment Entry of the Lorain County Court of Common Pleas. After consistence with all prerequisites of the Preliminary Entry, a last Judgment was entered in April 1974.
